 As Mulshine points out, both Murphy and Guadagno are clueless. The status quo must be scrapped.  Abolish the income tax, separate schools from government, eliminating school taxes, and the people of New Jersey will be liberated from the burden of taxes.  And parents would have the best school choice possibilities.  There is no other solution.
